(사)김대중평화센터는 6.15 남북공동선언 8주년을 기념하여 6월 12일(목) 오후 6시 63빌딩 국제회의장에서 '6.15 남북정상회담과 그 이후'를 주제로 특별강연회와 만찬 행사를 개최했다. 한반도 문제 전문가인 부르스 커밍스 미국 시카고대 교수, 와다 하루키 일본 동경대 명예교수, 그리고 6.15 남측위원회 위원장 백낙청 서울대 명예교수는 6.15의 의의와 성과에 대해서 특별강연을 했다. 참석자들은 6.15의 이행과 계승 발전을 다짐하고 남북 당국에 대화를 촉구하는 내용의 선언문을 발표했다. 이번 행사에는 별도로 네티즌 100명을 특별 초청하여 뜻깊은 6.15 8주년 행사를 가졌다.

오늘 우리는 6.15 8주년을 축하하기 위해 이 자리에 모였습니다.  8년전 김대중 전대통령과 김정일 국방위원장은 7천만 겨레와 전세계를 향해 3가지를 선언했습니다.  첫째, 전쟁은 민족의 공멸이다, 평화공존하자, 둘째, 점진적, 단계적으로 평화통일을 이룩해 나가자, 셋째, 교류 협력을 실천하여 상호신뢰를 다져 나가자, 이렇게 3가지를 선언했습니다.

과거에 남북간의 합의서들은 문서로만 존재했던 게 사실입니다. 대부분 실천이 되지 않았습니다. 그러나 6.15 공동선언은 합의내용들이 처음으로 하나하나 실천에 옮겨졌습니다. 지난 8년 동안 개성공단, 금강산 관광, 이산가족 상봉, 인적 물적 교류의 증가 등 남북관계는 놀라울 정도로 발전되었습니다. 그렇게 해서 신뢰가 싹트고, 적대의식이 수그러들고, 긴장이 완화되었습니다.

이제 남북관계 발전을 가로막고 있던 북한 핵문제도 해결의 전망이 높아지고 있습니다. 북한의 핵신고와 미국의 테러지원국 해제가 눈앞에 다가오고 있습니다. 이렇게 되면 북한과 미국의 관계정상화도 이루어질 것입니다. 최근 북한과 일본의 대화도 시작되고 있습니다. 한반도를 둘러싼 정세가 좋은 방향으로 변하고 있습니다.

이러한 상황에서 새 정부 들어와 남북관계가 경색되고 있는 상황은 안타까운 일입니다. 지난 8년의 교류 협력을 통해 얻은 성과를 바탕으로 남북이 대화하고 협력해야 합니다. 반목과 대결의 시대로 되돌아가서는 안 됩니다. 6.15 공동선언을 존중하고 이행하겠다는 확고한 의지를 밝혀야 합니다.  

오늘 2000년 남북정상회담의 주역이신 김대중 전 대통령께 특별히 감사의 말씀을 드립니다. 온갖 고통과 박해를 무릅쓰고 평생 남북의 공존, 화해, 협력을 위해 헌신하신 김 전 대통령의 노고에 감사와 경의를 표합니다.

 행사위원회 위원 여러분과 김대중평화센터 직원들, 공연을 맡아주신 분들께도 감사드립니다. 이 자리에 참석하신 모든 분들의 건강과 행복을 기원합니다. 오늘밤 세계 석학들의 좋은 강연도 듣고, 맛있는 만찬과 공연을 함께 즐기시기를 바랍니다.

Tonight, we have gathered to congratulate the eighth anniversary of the June 15 South-North Joint Declaration. Eight years ago, President Kim Dae-jung and Chairman Kim Jung-il have declared three things in front of 7,000 Koreans and the whole world as follows:

First, let us accept that another war will be the end of the people of Korea and peacefully coexist.

Second, let us realize peaceful unification gradually, stage by stage.

Third, let us build mutual trust through exchange and cooperation.

In the past, agreements between two Koreas existed only in writing without much implementation. However, for the first time, agreements stated in the June 15 Joint Declaration were actually implemented one by one. Over the past eight years, remarkable progresses have been made in inter-Korean relations: Gaesung industrial complex, Mt. Gumgang tour, res of separated families, and human and economic exchanges between two Koreas. Accordingly, trust was developed, hostility faded, and tension was relieved.

Now, the prospect of resolving North Korean nuclear issue, which once was blocking the development of inter-Korean relations, also looks brighter. North Korea's nuclear declaration and the U.S. removal of North Korea from the State Sponsors of Terrorism List are just around the corner. Then, the US-DPRK relations will also be able to be normalized. Recently, talks between North Korea and Japan have also begun. Conditions surrounding the Korean peninsula are changing favorably.

In such circumstances, it is regrettable that the inter-Korean relations are going sour under the new administration. Based on the achievement we have made through exchange and cooperation over the past eight years, two Koreas should pursue dialogue and cooperation. We should not go back to the era of hostility and confrontation. The new government has to demonstrate its firm determination to respect and implement the June 15 Joint Declaration.

I express special gratitude to President Kim Dae-jung, the very architect of 2000 Inter-Korean Summit. I appreciate and respect efforts made by President Kim who, despite sufferings and persecutions, has devoted himself for peaceful coexistence, reconciliation, and cooperation of two Koreas.

I also thank all members of the Organizing Committee, members of the Kim Dae-jung Peace Center, and those who planned tonight's congratulatory performance. I wish all the best to every participant who has joined us here tonight. I hope all of you will appreciate the great lectures by world-renowned scholars and enjoy the dinner and performance.
