지금도 그날의 감동이 밀려오는 것 같습니다.
분단 60여년만에,
남과 북 두 정상이 만나 서로 손을 맞잡은 모습은,
냉전의 시대를 살아온 우리에게 벅찬 감동을 안겨줬습니다.
김대중 대통령과 김정일 위원장 - 두 정상의 이름이 나란히 적혀있는
선언문이 발표될 땐,
60여년 갈등의 벽을 넘은 것 같아 눈시울이 뜨거워졌습니다.
그날의 그 벅찬 마음을 아직도 생생히 기억하는데,
어느덧 12년이라는 시간이 흘렀습니다.
역사의 수레바퀴는 진전한다는데, 유독 한반도에서만 예외인 것일까요?
안타깝게도 남북 관계는 시린 겨울을 맞고 있습니다.
남북 화해와 평화 협력을 약속했던 6.15 공동선언문의 정신이 무색할 정도입니다.
남북 관계는 비단 정치적인 문제만이 아닙니다.
한반도의 평화는 곧 시민의 삶을 안전하게 하는 것이고,
남북한의 경제 협력은 시민의 생활을 윤택하게 하고, 새로운 일자리의 창출로 이어집니다.
남북한의 교류는, 수십년동안 생이별을 했던 이산가족들과 한민족임을 실감하지 못 하고
살았던 남북한 주민들에게, 신뢰의 디딤돌이 됐습니다.
지금의 경색된 남북관계, 예측할 수 없는 북한 정세는,
서울의 균형 발전은 물론, 서울 시민의 삶의 안정성과도 직결되는 문제입니다.
올해 초, 저는 남북 경평 축구전과 서울시향의 평양 공연을 제의했습니다.
한반도의 평화가 곧 시민의 삶을 안정되게 하는 일이기에,
서울시장으로서 우리 통일부와 북한 당국 모두에게 제의했습니다.
서울시의 이번 제안이, 꽁꽁 언 남북 관계를 녹이고 화해와 협력의 관계로 돌아가는 계기가 되길 바랍니다.
남북 정상이 합의한 6.15 공동선언은,
다시는 냉전체제로 돌아가지 말자는 다짐의 시작이었습니다.
6.15 남북 정상회담 12주년을 맞는 오늘,
우리는 다시 그 시작점에 서야 합니다.
그 길만이 냉전과 갈등의 시대를 끝내고,
한반도에 평화를,
시민의 삶에 안정을 취할 수 있기 때문입니다.

I still can feel the overwhelming emotions of the day.
In over 60 years of separation,
two summits from the South and the North finally held their hands. The touching
moment gave us unforgettable fullness, who had gone through the cold war era.
When the declaration marked by the two clear signatures of President Kim Dae-jung
and Chairman Kim Jong-il in parallel was announced, hot tears overflew at the
thought the 60 years of pain and sorrow from conflicts would be gone for good.
12 years have passed since then, and the memory and the emotions of the day is still vivid with me.
It is said that the wheel of history is meant for development, but why not in the Korean peninsula? Unfortunately the inter-Korean relation is stuck in a rut. The spirit of the 6.15 Joint Declaration, where two Koreas committed themselves to reconciliation and cooperation, was thrown into the shade.
The inter-Korean relation is more than a political issue.
Building peace on the Korean peninsula is a way to secure safe life on the territory.
Inter-Korean economic cooperation enriches people's life and creates jobs.
Inter-Korean exchange enables the families who suffered separation for many years to be reunited, laying the foundation for trust between people across the most heavily armed border.
The strained inter-Korean relation and unpredictability of the North situation could affect balanced development of Seoul and safe living of Seoul citizens.
Early this year, I proposed a Seoul-Pyongyang soccer match and the Seoul Orchestra performance in Pyongyang. I proposed the idea to both Ministry of Unification, ROK and North Korea in the capacity of the Seoul mayor because I believed that peace on the Korean peninsula would help stabilize life of Seoul citizens. I hope the Seoul proposal would thaw the frozen inter-Korean relation and provide an opportunity to turn it around to reconciliation and cooperation.
The 6.15 Joint Declaration agreed by two Korean summits was a beginning of our commitment of no return to the cold war regime. Today as we mark the 12th anniversary of the 6.15 Inter-Korean Summit, we should stand back on the starting line. That is the way of ending the era of cold war and conflict and brining peace and safety to the Korean peninsula and people's life.
