    6.15남북공동선언 8주년을 기념하는 이 뜻 깊은 자리를 마련하고  저에게 발언의 기회를 주신 김대중평화센터 측에 감사드립니다.  특히 이사장이신 김대중 전 대통령께서는 6.15공동선언의 서명자이실 뿐 아니라 퇴임 이후에도 6.15 정신이 도전에 직면하는 고비마다 이성적인 대응의 목소리를 나라 안팎으로 발신하여 위기를  기회로 바꾸는 데 공헌하셨습니다. 이 자리를 빌어 경의를 표하며    특별한 감사를 드립니다.


    6.15공동선언 발표 여덟 돌을 앞둔 오늘 남북관계는 또 한번의 고비를 맞고 있습니다. 출범 초기의 이명박 정부는 6.15선언과 10.4선언으로 이어져온 남북 정상 간의 합의를 평가절하하고 나아가 그 역사적 정당성마저 인정하지 않는 듯한 태도를 취했습니다. 이에 북은 북대로 새 정부를 격렬하게 비난하며 당국간의 모든 대화와 접촉을 거부하고 있습니다. 만약 남과 북이 낡은 이념의 틀에 갇혀 남북 간의 소모적인 대결과 갈등의 시대로 되돌아간다면 오랜 시간 공들여 조성해낸 모처럼의 역사적 기회는 도리어 질곡이 되어 한반도와 동아시아의 장래에 큰 부담이 될 것입니다.


    남북관계의 새로운 긴장국면이 특별히 안타까운 것은 6.15 이후의 수많은 교류와 접촉의 성과가 바야흐로 활짝 꽃필 수 있는 국제환경이 마련되는 지점에 우리가 다다른 참이기 때문입니다. 지난 수년간 더디게 진전되어오던 6자회담과 북미관계 개선논의가 급물살을 타고 있습니다. 단정할 수는 없지만, 머지않아 북미간에는 북핵시설의 불능화와 그에 대한 반대급부가 교환되는 이른바 '북핵 해법의 2단계'가 완료될 가능성이 높습니다. 이 경우, 지난 반세기 동안 이어져온 한반도의 불안한 정전체제에 종지부를 찍을 시간이 우리 앞에 성큼 다가올 것입니다. 이처럼 명암이 엇갈리는 고비를 맞아 우리는 8년 전의 정상회담과 공동선언의 의의를 되새기고 이를 실천할 우리 모두의 창조적 노력을 다짐할 때입니다.


    2000년 6월의 정상회담은 분단이래 처음으로 남과 북의 최고 책임자가 만났다는 사실만으로도 커다란 역사적 사건이었습니다. 게다가 6.15공동선언을 발표함으로써 한반도의 평화정착과 공동번영 및 재통합을 위한 역사적인 장전(章典)을 마련했습니다. 최근 남쪽 정부와 사회의 일부 인사들 사이에는 1991년의 남북기본합의서를 유독 강조하면서 6.15선언을 폄하하려는 움직임이 있었습니다. 반면에 북측은 최고지도자의 서명이 들어가지 않은 기본합의서를 외면하고 6.15선언과 10.4선언만을 내세우는 경향이 있습니다. 그러나 7.4공동성명에서 남북기본합의서와 비핵화공동선언을 거쳐 6.15선언, 10.4선언으로 이어지는 남북간의 공식 합의는 하나같이 소중하며 그 내용도 상충하지 않습니다. 어느 하나를 내세워 다른 합의를 폄하하는 일은 신의에 어긋날뿐더러 합리적인 근거도 없는 것입니다.


    동시에 그 많은 합의 중에서 6.15공동선언이 갖는 독보적인 의의를 인정해야 합니다. 우선, 남북의 최고 지도자들이 직접 서명했다는 사실의 무게도 결코 작지 않습니다. 북측에서 자기네 지도자의 서명을 유달리 신성시하는 자세가 남쪽 시민들의 정서에 안 맞는 면이 있습니다만, 신성시하는 만큼 그 내용을 부정하기 어려워진다면 이 또한 모두에게 유리한 일이 아니겠습니까.


    모두에게 유리하다고 말하는 근거는 얼마든지 있습니다. 6.15공동선언의 결과로 남북간의 군사적 긴장과 심리적 적대감이 크게 완화되어 한반도는 물론 동북아 전체의 평화에 힘을 실어주고 있습니다. 남북기본합의서 시절부터 합의했던 각종 교류와 협력이 드디어 활성화되어 남북 쌍방에 실리를 안겨주고 있는 것도 6.15 이후의 일입니다.


    그런데 제가 오늘 특히 강조하고 싶은 6.15선언의 또 다른 독보적인 의미는 분단 이래 남과 북이 처음으로 통일방안에 합의했다는 점입니다. 6.15선언 제2항에서 두 정상은 "남측의 연합제 안과 북측의 낮은 단계의 연방제 안이 서로 공통성이 있다고 인정하고 앞으로 이 방향에서 통일을 지향시켜 나가기로" 선언함으로써 그동안 평행선을 달려온 남북의 통일해법 사이에 절묘한 절충을 이루었습니다. 그 표현이 모호한데다, 남쪽에서는 '연방제'라는 문구가 들어갔다는 이유로 보수층의 정치공세에 시달리기도 했습니다. 그러나 '낮은 단계'라는 토가 달리고 '남측의 연합제 안'과의 공통성이 인정된 연방제는 6.15시대 이전의 '고려연방제'가 이미 아닙니다. 이름을 무엇이라 하고 세부적인 내용을 어떻게 정하건 간에 통일의 제1단계는 남북의 느슨한 결합일 수밖에 없음을 인정한 것입니다.


    그렇습니다. 제2항의 표현이 아무리 모호할지라도, 통일을 일거에 하지 않고 남북의 느슨한 결합이라는 중간단계를 거친다는 합의 자체는 선명하기 이를 데 없습니다. 이로써 한반도는 베트남이나 예멘 또는 독일 그 어느 곳과도 다른 이곳의 현실에 걸맞게 한반도 고유의 방식으로 점진적이고 단계적인 통일과정을 밟기로 정상 간에 공식 합의를 이룬 것입니다.


    민간분야에서 활동해온 제가 이 점에 특히 주목하는 이유는 단순히 평화통일의 유일무이한 현실적 방안을 제시했기 때문만이 아닙니다. 통일과정이 평화적이고 점진적이며 단계적으로 진행될 것이 확실해지는 순간, 평범한 시민들의 광범위한 참여가 보장되고 고취되기 때문입니다. 그리고 이 나라의 시민들은 최근의 촛불 시위가 또 한번 보여주듯이 참여의 공간을 십분 활용할 열정과 적극성, 창의력을 갖추었습니다. 아직은 이런 대대적이고 창의적인 시민참여가 분단체제극복이라는 목표로 쏠리지 못했고 그 책임의 일부는 통일운동세력의 낡은 사고와 운동방식에 있다고 믿습니다만, '한반도식 통일'은 결국 세계 역사상 유례가 드문 창의적이고 축제적인 대중참여의 과정이 될 것입니다. 저는 이것을 '시민참여형 통일'이라 부르기도 합니다.


    분단체제 속의 삶에 안주하려는 사람들은 아직도 남북분단을 적당히 관리하는 선에서 항구적인 현상유지를 희망하고 있습니다. 그러다가 어느 날 북이 무너지고 흡수통일이 되면서 저들의 기득권이 더욱 강화되는 꿈도 꾸곤 합니다. 물론 갑작스러운 통일은 피해야 하고 통일과정은 지혜롭게 관리되어야 합니다. 그러나 '현상유지'는 세계적인 차원에서나 한반도 차원에서나 또는 한국사회 내부에서나 승산이 없는 과제가 된 지 오래입니다. 그래서 남북연합을 거치는 완만하고 비교적 질서정연한 현상타파 방안을 6.15남북공동선언을 통해 발표했던 것입니다.


    그런 방안이 이미 8년 전에 나왔다는 사실을 잊고 사는 사람들이 의외로 많습니다. 이제까지는 평화공존과 교류협력이라는 기반조성 작업에 몰두하는 것이 더 시급했던 면도 있습니다. 그러나 6.15공동선언 자체가 도전에 직면한 오늘의 상황에서 우리는 이 선언이 단순히 긴장완화에 도움을 준 합의가 아니라 한반도식 통일의 기본 윤곽을 제시하고 시민참여형 통일의 가능성을 확보한 문건임을 다시금 되새길 필요가 있는 것입니다.


    지난 2007년 10월 2차 정상회담에서 발표한 10.4남북정상선언에 대한 냉대와 무관심은 요즘 더욱 심합니다. 6.15선언과 달리 대통령의 임기를 얼마 안 남기고 너무 야심적인 합의들을 해낸 탓도 없지 않습니다. 그러나 참여정부가 늦게라도 정상회담을 성사시키지 못하했을 경우 6.15정신이 얼마나 힘을 잃었을까를 상상한다면 그것만으로도 10.4선언의 의의는 지대합니다. 더구나 그 선언에 담긴 한반도의 평화와 공동번영을 위한 여러 계획들은 그 이행의 쉽고 어려움에 차이는 있을지언정 모두가 남북의 주민들에게 두루 이익이 되는 것들입니다.


    예컨대 노무현 대통령이 특히 자부심을 보인 '서해평화협력특별지대'에 관한 합의는 지금 거의 관심 밖으로 밀려난 상태입니다. 실제로 이 구상은 설혹 이명박 정부가 의욕을 갖고 계승하더라도 그 실행이 결코 간단치 않은 내용입니다. 그러나 이 합의의 참된 의의는 당장의 이행 여부에 달린 것이 아닙니다. 이른바 북방한계선에 관한 다툼에 빠져 당장 실행가능한 다른 교류와 협력도 못하는 상황을 우회하고 실질적으로 돌파하면서 앞으로 더욱 획기적인 교류협력의 가능성을 열어놓은 데에 그 의미가 있습니다. 6.15공동선언 제2항의 애매모호한 합의를 통해 남북 화해협력의 길을 연 지혜가 다시 한번 발휘된 것입니다.


    다행히 새 정부도 최근에는 남북관계를 전향적으로 풀어보려는 의지를 드러내는 듯합니다. 오늘 통일부 장관께서 이 자리에 참석하여 축하의 말을 해주신 것도 그런 전향적 움직임의 일환일 것입니다. 이는 한반도 정세의 대국(大局)을 보건, 실용을 중시하겠다는 정권측의 대국민약속을 보건, 국민을 무시하고는 견디기 힘든 이 나라 시민의식의 수준을 보건, 너무도 당연한 것입니다. 앞으로 6.15공동선언과 10.4선언을 더욱 확실히 존중함으로써 상생ㆍ공영의 남북관계 발전을 이룩할 것을 기대합니다.


    오늘의 행사 외에 해마다 6월 15일에 남ㆍ북ㆍ해외 동포들의 민족공동행사가 있습니다. 원래 올해의 여덟 돌 기념축전은 남북의 당국자들도 참여하는 가운데 서울에서 열기로 작년 11월의 남북총리회담에서 합의된 바 있습니다. 유감스럽게도 10.4선언 이후의 많은 합의사항이 외면당하는 상황에서 이 약속 또한 지켜지지 않게 되었습니다. 그래서 민간끼리만, 그것도 규모를 축소하고 장소를 금강산으로 옮겨서 모이기로 했습니다.


    하지만 어려운 여건에서 남북접촉의 맥을 민간이 이어간다는 자부심은 그 어느 때 못지않습니다. 나아가 오늘의 기념행사와 15~16일의 금강산 대회를 포함한 민간의 다양한 노력들이 합류하여, 머지않아 시민참여형 통일의 물결로 한반도의 변화를 주도하리라는 믿음에도 흔들림이 없습니다. 그리고 그것은 최근의 촛불 시위에서 보듯이 한편으로 분단체제의 질곡과 맞부딪쳐 싸우는 저항의 움직임인 동시에 각자가 새로운 삶을 창의적으로 개척하는 기쁨의 축제가 될 것입니다.

    I would like to thank the Kim Dae-jung Peace Center for preparing this event to commemorate the eighth anniversary of the June 15 North-South Joint Declaration and for giving me an opportunity to speak. Especially, the head of the Center, former President Kim Dae-jung, not only is a signatory of the June 15 Declaration, but has raised a voice of reason inside and outside Korea whenever the spirit of the Joint Declaration was under challenge, thus helping to turn crises into opportunities. I would like to use this occasion to extend my respect and special gratitude to President Kim.


    With the eighth anniversary of the June 15 Joint Declaration just around the corner, inter-Korean relations are facing another moment of trial. The Lee Myung-bak administration in its initial days has shown signs of deprecating inter-Korean summit agreements from the June 15 Joint Declaration to the October 4 Declaration, and even of denying their historical legitimacy. In response, North Korea in its turn has been vehemently denouncing the new administration, refusing all government-level dialogue and contact. If the two Koreas lock themselves up in the outdated ideological framework and revert to the era of wasteful confrontations and conflicts, the historical opportunity that has been laboriously created through long efforts will instead become a yoke, imposing a heavy burden on the future of the Korean peninsula and East Asia as well.


    The renewed tension between two Koreas is especially regrettable since we have almost arrived at a point where the various exchanges and contacts since June 2000 can finally reach fruition. The six-party talks, which have been slowly making progress through many years, and diplomatic efforts to improve the US-DPRK relation seem now to be on fast track. Although we cannot jump to a conclusion, there is a high probability that the so-called "second phase of resolving North Korean nuclear issue" - the disablement of the North Korean nuclear facilities in exchange for specific compensations - will be completed in the near future. In such a case, we shall soon be confronted with the task of terminating Korea's unstable armistice regime that has continued for the last half century. At this critical juncture, we have to remind ourselves of the significance of the 2000 inter-Korean summit and the June 15 Joint Declaration and resolve ourselves to make creative efforts to implement its agreements.


    The mere fact that leaders of two Koreas met for the first time since Korea's division was enough to make the June Summit a historical event. But by producing the Joint Declaration, it laid a historical foundation for peace settlement, co-prosperity, and reunification of the Korean peninsula. Recently, there has been a tendency among a number of figures both inside and outside the government in South Korea to disparage the June 15 Declaration by emphasizing the importance of the 1991 'Basic Agreement' between two Koreas. North Korea, on the other hand, tends to highlight solely the June 15 Joint Declaration and the October 4 Declaration, ignoring the Basic Agreement, which was not signed by their supreme leader. However, the inter-Korean agreements that have been produced from the July 4 Joint Communiqué of 1972 to the Basic Agreement of 1991, the Declaration for Denuclearization of the Korean Peninsula of 1992, the June 15 South-North Joint Declaration of 2000 and the October 4 Declaration of 2008 are all valuable, none of them contradicting the others. Belittling one agreement by stressing another not only impairs mutual trust, but also is without rational foundation.


    Yet we have to recognize the unique significance of the June 15 Joint Declaration among all the inter-Korean agreements. Firstly, the weight of the fact that heads of both Koreas have directly signed on the Declaration is by no means light. The North Korean attitude of sanctifying the signature of their leader may be uncongenial to many South Koreans, but if that makes it all the harder for them to depart from the Declaration, the result could only be the more beneficial to all.


    I have ample reasons to say it will be beneficial to all. The June 15 Joint Declaration has greatly eased the military tension and weakened hostile sentiments between North and South Koreans, while strengthening peace not only in the Korean peninsula but the entire Northeast Asian region. All kinds of exchanges and cooperation, promised since the days of the South-North Basic Agreement, have finally gained momentum, so that people on both sides are reaping actual benefits.


    However, I wish above all to stress one other unique significance of the Joint Declaration, namely, that in it the two Koreas reached, for the first time since the division, an agreement on the manner in which they should be reunified.


    In Article 2 of the Declaration, the two leaders announced that "there are common elements in the South's proposal for a confederation and the North's proposal for a federation of lower stage as the formula for achieving reunification, [and] the South and the North agreed to promote reunification in that direction." By means of this proposition, the two Koreas' respective formulae for reunification, which had remained irreconcilable, finally achieved an exquisite compromise. Its expression is ambiguous enough; and because the word "federation" was included, the Declaration had to undergo political attacks from the conservative circles as having given in to the North's line. However, with the addition of the phrase "lower stage," and the North Korean acknowledgement that their proposal had common elements with the South's idea of a confederation, their earlier call of the pre-June 15 era for a federal system had effectively been shelved. The Northern side had come to agree that, whatever the name or the detailed contents, the first stage of reunification would have to be some kind of a loose between the two Korean states.


    That is indeed so. No matter how ambiguous the wording of Article 2, there is no ambiguity at all about the fact that the two Koreas have agreed to go through an intermediary stage of a fairly loose . An official agreement at the highest level had been reached that the Korean peninsula will pursue its unique way of a gradual, step-by-step unification process corresponding to Korea's different reality from that of Vietnam, Yemen, or Germany.


    As someone working in the nongovernmental field, I attribute a special significance to this point not just because the agreement provided the only realistic way to peaceful reunification, but because, the moment it becomes certain that the unification process will be peaceful, gradual and step by step, we are given a guarantee and inspiration for the widespread participation of ordinary citizens. Moreover, as the recent candlelight rallies have demonstrated once again, citizens of this country have the passion, initiative, and creativity to make full use of any space for participation that offers. Although such a large-scale creative civic participation so far has not been directed toward the goal of reunification, for which the outmoded ideas and ways of unification activists must bear some responsibility, the "Korean style of unification" will, after all, prove to be a creative and festive process of popular participation with few precedents in world history. I myself have sometimes referred to it as a "participatory reunification."


    People who cling to the established life under the division system still hope to perpetuate the status quo through a proper management of the North-South division. They also dream of North Korea's collapse one fine day and unification via absorption by the South, which will magnify their vested interests. True, a sudden unification has to be avoided, and the reunification process does need to be wisely managed, but for quite a while now, whether at the level of the whole world, of the Korean peninsula, or of South Korean society, 'maintaining the status quo' has become a thankless task. That is why a way for breaking through the status quo, yet in a gradual and relatively orderly manner, was agreed upoj and announced in the June 15 Joint Declaration.


    The number of people is surprisingly large who live their daily lives without remembering that such a way already was presented eight years ago. In part this is because, up to now, focusing on the task of laying the foundation through peaceful coexistence, exchange, and cooperation has been more urgent than anything else. However, now that the Joint Declaration itself faces challenges, we need to recall that not only is it an agreement that has contributed to easing tension, but that it is a document that has provided the basic framework for "the Korean-style unification," ensuring the possibility of a reunification with civic participation.


    When it comes to the October 4 Declaration announced at the second inter-Korean summit of October 2007, the recent atmosphere has been even more inhospitable. In part this owes to the fact that overly ambitious agreements were reached too near the end of President Roh Moo-hyun's term. However, we can appreciate the enormous significance of the October 4 Declaration by simply imagining how much more seriously the spirit of June 15 would have been weakened had there not been even a belated summit meeting. Moreover, several plans included in the Declaration for the peace and common prosperity of the Korean peninsula will benefit the population of both Koreas, even though the difficulty in implementation may vary from case to case.


    For example, the agreement on the "Special Peace and Cooperation Zone in the Western Waters," of which President Roh expressed particular pride, has now been nearly set aside. As a matter of fact, its implementation would by no means be easy even if the Lee administration chose to promote the plan. But the real significance of this agreement does not depend on its immediate implementation. It has its meaning in making a detour around, and effectively breaking through, the current impasse due to the dispute over the so-called the Northern Limit Line-a situation that hampers even such inter-Korean exchanges and cooperation that can immediately be implemented-and thus creating possibilities for more far-reaching cooperative projects in the future.


    Fortunately, the new administration, too, has recently shown signs of willingness to change the direction regarding inter-Korean relations. The fact that the Minister of Unification is with us tonight to deliver a congratulatory message must also be part of such willingness. Whether we look at the general situation of the Korean peninsula, or at President Lee's promise to the people that he would value pragmatism, or at the level of civic consciousness that will not put up with the political leader's disregard for the people, the change in the new administration's course of action seems to be an all but inevitable conclusion. I hope and expect that the government will move on to inter-Korean relations of mutual benefit and common prosperity by a firmer resolve to respect the June 15 Joint Declaration and the October 4 Declaration.


    Besides tonight's event, there is an annual joint celebration on June 15 with North, South, and overseas Koreans participating. Originally, the prime ministers of two Koreas agreed last November that the eighth anniversary celebrations should be held in Seoul with official delegations from two governments attending. Regrettably, in a situation where various agreements in and subsequent to the October 4 Declaration are being neglected, this promise also has not been kept. Thus, the June 15 All-Korean Committee decided to hold a scaled-down gathering of civilians alone, at Mount Kumgang in the North instead of Seoul.


    However, our pride in maintaining inter-Korean contact through civilian initiatives despite current difficulties is as high as ever. Nor is our conviction at all shaken that 'participatory reunification', on the strength of various civilian efforts including tonight's commemoration and the join event at Mount Kumgang on the 15th and the 16th  of this month, will eventually lead the way in bringing a fundamental change on the Korean peninsula. As the recent candlelight demonstrations have shown, this process will be not only an arduous struggle against the yoke of the division system but a joyful festivity of each individual's exploring and discovering a new life for oneself.
