    남북 간에 또 다른 전쟁은 없을 것이라는 합의도 이루어졌습니다. 한반도의 평화 공존, 화해, 협력도 합의되었습니다. 통일의 희망을 향한 단호한 발걸음을 내딛게 됐습니다. 남북은 상호 화해를 향한 돌이킬 수 없는 진전을 이루게 됐습니다. 이러한 성공과 함께, 김대중 대통령의 햇볕정책은 국민적 지지에 힘입어 국가적 정책으로 자리매김하게 됐습니다. 이 정책은 한국 민주화의 승리에 그 기반을 두는 한 번복될 수 없을 것입니다. 그 누구도 한국의 민주주의와 햇볕정책에 도전할 수 없을 것이며, 이 정책은 정권 교체 속에서도 계속 이어질 것입니다.


    2000년 남북정상회담은 한반도에서 새로운 남북관계를 열었을 뿐 아니라,  동북아의 평화와 협력에 있어서도 획기적인 사건이었습니다. 이는 일본에도 큰 영향을 미쳤습니다. 6.15 남북공동선언은 2002년 9.17 평양선언의 기반을 닦았습니다.


    북일관계 개선에는 98년 10월 한일 공동선언도 기여를 했는데,  당시 오부치 게이조 일본 총리는 일본이 식민 통치 시절 한국 국민들에게 엄청난 고통과 피해를 가했음을 인정하고, 이에 대해 깊은 후회와 진심 어린 사과를 표했습니다. 김대중 대통령은 오부치 총리의 역사적 사실 인정과 사과를 받아들이고, 한일 양국이 유감스러운 역사를 극복하고, 화해와 협력에 바탕을 둔 미래 지향적인 관계를 구축하는 것이 필요하다는 견해를 표했습니다.


    이를 바탕으로 고이즈미 준이치로 일본 총리는 김정일 국방위원장에게도 과거 사실에 대한 인정, 유감, 그리고 사과를 표할 수 있었습니다. 김정일 국방위원장은 고이즈미 총리의 이와 같은 뜻을 받아들이고 적대감이 크던 시절, 북한이 행했던 일본인 납치 사건들에 대한 사과를 전했습니다. 고이즈미 총리 역시 김 위원장의 뜻을 받아들였습니다. 두 정상은 양국 간의 빠른 국교 정상화를 위해 가능한 모든 노력을 기울일 것을 약속했습니다. 또한 두 정상은 동북아 지역의 평화와 안정을 유지 및 강화하기 위해 협력하기로 동의하고, 역내 국가들의 신뢰 구축을 위한 체제가 마련되어야 한다는 데 인식을 같이 했습니다. 한반도 핵문제의 총체적 해결을 위하여, 두 정상은 이와 관련된 모든 국제적 협정을 따르기로 합의했습니다. 북한은 2003년부터 미사일 발사 모라토리엄을 유지할 의사를 밝혔습니다. 이는 실로 북일관계의 새로운 시대를 여는 일이었습니다.


    그러나 상당한 진전을 이루었음에도 불구하고 반대파의 과감한 캠페인과 지나치게 감정적인 일본 국민들의 반응으로 인해 북일관계가 후퇴한 것은 실로 유감스러운 일입니다. 일본인 납치 문제로 인한 반북 감정이 일본 사회에 퍼졌고, 북일 국교정상화에 대한 양국 간 대화는 2002년 10월 쿠알라룸푸르에서 단 한 번 개최된 뒤 재개되지 못했습니다.


    이후 2002년, 부시 정부는 북한의, 소위 HEU 프로그램(고농축 우라늄 프로그램)을 비판하기 시작하며 경수로 건설과 중유 공급을 중단했습니다. 그러나 이러한 조치는 1993-1994년 당시의 핵위기와 같은 난국으로 이어지지는 않았습니다. 많은 사람들은 미국 정부가 이라크 전쟁으로 인해 동북아 상황을 심각하게 악화시킬 만한 기회가 없었다고 하지만, 저는 2000년 6.15 남북공동선언의 성과가 부시 정부 앞에 근본적인 방화벽으로 작용했다고 생각합니다. 2003년 8월부터 6자회담이 시작되었고 2005년 9월 4차 회담에서는 역사적인 9.19 공동성명이 체결되기에 이르렀습니다.


    그러나 우리는 또 다른 즉각적인 반발을 경험했습니다. 9.19 공동성명 체결과 거의 같은 시기에 미 재무부는 북한의 방코델타 아시아 계좌를 동결시켰습니다. 이 같은 교착상태는 끔찍한 상황으로 이어졌습니다. 북한은 2006년 10월 9일 핵실험을 강행하고 핵무기 보유를 선언했습니다.


    6.15 남북공동선언, 2002년 9월 평양선언, 그리고 2005년 9월 6자회담 공동 성명을 모두 뒤로 한 채 이러한 상황이 도래했다는 것은 매우 유감스러운 일입니다. 하지만 이러한 불행 끝에 큰 변화가 일어났습니다. 부시 정부는 대북정책을 선회하였고 양국 정부 대표간의 직접 대화가 거듭되었습니다. 북한은 6자회담 테이블로 돌아왔고 합의사항들이 다시 이행되기 시작했습니다.  저는 다시 한 번 동북아 평화 회복에 있어 힘이 된 6.15 남북공동선언의 효과를 느낄 수 있었습니다. 현재 우리는 6자회담의 2단계 조치가 성공적인 결말을 맺기를 고대하고 있습니다.


    그 동안 일본은 평양 선언문의 현실화를 위한 노력도, 6자회담에 대한 기여도 하지 않았습니다. 북한을 강력히 반대하던 아베 신조가 고이즈미 총리의 추천으로 그를 잇는 일본의 총리가 되었을 때, 북한은 핵실험을 단행했고, 아베 총리는 전면적인 대북 경제제재를 실시했습니다. 그러나 북한의 핵실험은 1945년 두 번의 원폭 투하로 고통 받았던 일본이 60년이 지난 2006년, 자신의 이웃이 핵무기를 보유하는 것을 막지 못한 바로 그 자신의 잘못입니다.


    일본 정부는 미국 정부가 대북정책을 선회한 뒤에도 대북정책을 수정하지 않았습니다. 하지만 2007년 가을, 아베 총리가 갑작스럽게 사퇴를 표명하게 되면서, 압박보다는 대화를 선호하고 6자회담에 대한 실질적인 협력을 희망하는 후쿠다 야스오 총재가 일본 총리가 되었습니다. 기대의 물결이 일었지만, 일본의 정치적 상황은 후쿠다 총리가 긍정적인 방향으로 나아가는 데  걸림돌이 되고 있습니다.


    그러나 마침내 일본에 새로운 분위기가 형성되고 있습니다. 4월 11일, 일본 정부는 대북 경제제재를 계속 유지하겠다고 결정했으나, 마치무라 관방장관은 보도자료를 통해 북한의 일본인 납치 문제와 핵-미사일 문제에 있어서 변화가 일어난다면, 경제제재는 부분적 또는 전체적으로 폐지될 것이라고 말했습니다. 일본 정부는 6자회담의 2단계와 관련 최종적인 북미 합의를 기다리고 있습니다. 5월 22일, 북일관계 정상화를 위한 새롭고 인상적인 의회 연합이 구성되었습니다. 타쿠 야마자키 자민당 전 부총재가 위원장이 되었으며 5개 당의 지도자들이 상기 연합의 고문이 되었습니다. 연합 부위원장 중 한 명이며 후쿠다 총리의 최측근인 세이시로 에토 부위원장은 호카이도 토야 호수에서 오는 7월 둘째 주에 개최될 G8 정상회담이 일본의 새로운 대북정책을 선보이기에 좋은 때라고 말했습니다.


    미국과 북한이 6자회담 제2단계 이행에 대한 최종 합의에 이르면, 일본은 경제제재를 해제하고 북한에 백만 톤의 중유를 지원하는 계획에 참여할 수 있습니다. 그러면  북일관계 정상화에 대한 대화 역시 재개될 수 있으며, 인도주의적인 식량 지원 역시 가능할 것입니다.


    국교정상화와 관련 다가오는 협상에서는 일본인 납치문제가 논의되어야 하지만, 식민 통치 당시의 개별적인 희생자에 대한 대책 역시 논의되어야 하며, 이는 국교정상화 조약이 마무리되기 전에 이행되어야 합니다. 한국과 일본 간의 경제 지원은 1965년 이후 10년 동안 유지되었고, 그 후 사할린 등지에 남겨진 개별적 한국인 희생자들, 한국인 원폭 희생자와 위안부 희생자들을 위한 여러 방침들이 행해졌습니다. 북한에 대해서도 이와 유사한 대책들이 신속히 마련되어야 합니다. 모든 희생자들은 이제 고령이 되었고 그들이 운명하면, 희생자들을 위한 개별적 방침은 불가능해집니다.  


    무엇보다도, 일본 정부는 아시아여성기금의 본을 받아 위안부 희생자들을 위한 대책을 마련할 것을 권고합니다. 이번에는 일본 정부가 희생자들에게 일본총리의 사과 서한과 보상금(한국과 네덜란드 희생자 기준에 따른 3백만엔 상당의 보상금)을 전달해야 합니다. 저는 한국에서 아시아여성기금에 대한 비판이 아직 존재한다는 것을 알고 있습니다. 이 기금은 이미 중단되었습니다만, 이와 같은 기금이 북한 희생자들에게 어떤 혜택을 줄 수 있는지 한국 국민께서 이해해 주셨으면 합니다. 물론 지난 수요일 주한 일본대사관 앞에서 시위를 하셨던 위안부 할머님들을 위한 진심 어리고 긍정적인 대책 역시 마련되어야 한다고 생각합니다.


    2010년은 일본이 한반도를 병합했던 때로부터 100년이 되는 해로서 매우 엄숙한 해가 될 것입니다. 저는 2010년까지는 한일 양국 국민들의 관계가 청산되어야 한다고 생각합니다. 미국 상·하원은 미국이 하와이 제국을 상대로 쿠데타를 일으켜 하와이 병합을 이끌어낸 지 100년이 되던 1993년, 하와이 원주민들에게 사과를 표하는 결의안을 채택했습니다. 이는 클린턴 정부 때 행해져서 "클린턴의 사과"라고 알려져 있습니다. 베트남 전쟁은 33년 전에 종결되었음에도 불구하고, 미국은 베트남에 사과를 하지 않았으며, 이는 비난받아 마땅합니다. 그러나 하와이 병합 100년이 되는 시점에 하와이에 대한 공식 사과를 한 것은 찬사를 받아 마땅하고 또한 많은 나라들이 본받아야 합니다. 100년은 과거를 역사로 묻기에 충분히 긴 시간입니다. 확고하고 중대한 대책들이 채택되고 이행되어야 합니다. 2010년은 북일 국교 정상화에 대한 대화가 시작된 지 20년이 되는 해입니다. 북일 양국 관계의 정상화에 대한 협정이 올해 안에 맺어져야 합니다.


    동시에, 한일관계에 있어 중요한 발전이 필요합니다. 2010까지 독도-다케시마 문제가 해결되어야 합니다. 일본은 한반도를 점령하여 식민 통치를 시작한 1905년부터 독도를 소유했다고 선언했습니다. 그러나 일본은 일제 치하에서 한국인들이 겪은 상처와 고통에 대해 사과한 것을 기억하며, 한국의 독도 소유권을 인정해야 합니다. 독도를 둘러싼 수산 자원은 한일 양국의 어민들 모두 활용할 수 있습니다.


    그러므로 저는 우리 모두가 6.15 공동선언이 물꼬를 튼, 동북아 평화, 화해, 협력의 길을 계속해서 걸어갈 수 있다고 믿습니다.

    The South-North Summit in June 2000 moved us very much. At that time on the request of the newspaper "Hangyoreh" I wrote an article and published it on the June 17 issue. 


    "If I speak about the content of the Summit's agreements, I can say first that two leaders' will for peace was expressed in their body contacts, their embracement at the airport, as a forword to the Joint declaration. And reunification of Korea was verbally mentioned in the Joint declaration in order to confirm their common aim and to avow to seek jointly a peaceful way to it. Among  concrete projects, meetings of separated families were decided most definitely and it is expected that such meetings will be realized in far bigger scale than before. Economic exchange or cooperation is another important agreed task. Last, but not least, Chairman Kim Jong Il's visit to Seoul was promised and it will be realized deliberately, in expectation of good effect."


    It was promised that no war will be between two Koreas. Their long-standing peaceful co-existence, reconciliation and cooperation were avowed. A decisive step forward was taken toward reunification as hope. It can be said that South and North trespassed the point of no return on the road of mutual rapprochement.


    With this success President Kim Dae Jun's Sunshine policy came to be established as national policy based on national consensus  of the South Korean people. This policy can be redeemed irreversible as long as it is based on the victory of Korean Democratic revolution. No one can challenge against Korean democracy and also against the Sunshine policy. This policy will be kept intact with all changes of presidential administration.


    The South-North Summit in June 2000 was a milestone for not only a new era in South-North relations in the Korean Peninsula, but also for Northeast Asia's era of  peace and cooperation. This exerted the biggest influence upon Japan. The June 15 South-North Joint Declaration of 2000 paved the way for the September 17 Pyongyang Declaration of 2002. In relation with this declaration I would like to point that another preparation was done by the Japan-ROK Joint Declaration of October 1998. Here Prime Minister Obuchi recognized that Japan caused tremendous damage and suffering to the people of the Republic of Korea through its colonial rule, and expressed his deep remorse and heartfelt apology for this fact. President Kim Dae Jun accepted with sincerity this statement of Prime Minister Obuchi's recognition of history and expressed his view that the present calls upon both countries to overcome their unfortunate history and to build a future-oriented relationship based on reconciliation and cooperation. 


    On the basis of this step Prime Minister Koizumi could repeat to Chairman Kim Jong Il the same recognition and express the same remorse and apology . Chairman Kim accepted this statement of Prime Minister Koizumi and he extended apology toward the abduction cases which were committed by North Koreans against Japanese citizens during those hostile years. Prime Minister Koizumi accepted this statement of Chairman Kim. Both leaders promised that they would make every possible effort for an early normalization of the relations. They also confirmed that they would co-operate with each other in order to maintain and strengthen the peace and stability of North East Asia, and shared the recognition that it is important to have a framework in place in order for these regional countries to promote confidence-building. Two leaders confirmed that, for overall resolution of the nuclear issues on the Korean Peninsula, they would comply with all related international agreements. The DPRK side expressed its intention that it would further maintain the moratorium on missile launching in and after 2003. This was indeed an epoch making breakthrough in the Japan-DPRK relations.


    Indeed, it is awfully regrettable that in spite of such substantial progress a strong backward flow rose immediately out of oppositionists' audacious campaigns  and extremely emotional response of the Japanese people. The mood of anti-North Korean feelings around the abduction problem spread through Japanese society, Talks on normalization were held only once, in Kuala Lumpur at the end of October 2002 and ceased to be reopened.


    Later in 2002 the Bush administration began to denounce North Korean so-called HEU program and stopped the construction of light-water reactors and providing heavy fuel oil. But this measure  did not lead to such crisis as happened in 1993-1994. Many people think that difficulties of the Iraq war did not give the US government a chance of serious deterioration of the situation in Northeast Asia, but I think that the achievements of June 2000 South-North Summit stood as basic firewall before the Bush administration. From August 2003 Six-party talks started and led to the historic Joint statement of the Fourth Round of  the Six-party talks on September 19, 2005.


    But again this time we saw an immediate backlash. Almost at the same time with that Joint statement the US Department of Finance froze North Korean account of Banco Delta Asia as sanction to North Korea.. This serious stalemate led to an awful  situation. North Korean experiment of nuclear explosion on October 9 , 2006. North Korea declared its possession of nuclear weapons.  


    It is regrettable enough for us to meet such situation after the June 15 South-North Joint Declaration, the September 2002 Pyongyang Declaration, and the Joint statement of the  Six-party talks in September 2005. But this time a big breakthrough was done after this disaster. The Bush administration changed its policy toward North Korea and repeated direct dialogues between the representatives of two governments. North Koreans walked back to the Six-party talks and resumed the process of implementation of agreed measures. Then I felt once more the effect of the June 15 Joint Declaration which serves as a force of restitution for Northeast Asian peace. Now we are eagerly waiting for the end of the second phase.


    Meantime, Japan did make duly neither efforts to realize the course of the Pyongyang Declaration, nor contribution to the Six-party talks. When the most hawkish anti-DPRK politician Shinzo Abe became Prime Minister on recommendation of Mr. Koizumi, North Korean nuclear experiment was carried out. Mr. Abe launched a wholesale economic sanction against North Korea. But it is nothing but Japan's own failure that Japan which suffered two atomic bombs in 1945 could not prevent its own neighbor from possessing nuclear weapons in 2006, after sixty years.  


    The Japanese government did not amend its policy toward North Korea even after the US government changed its policy. But in autumn of 2007 Prime Minister Abe abruptly  gave up and abandoned the helm of government. Mr. Fukuda, who prefers dialogue to pressure and wishes to cooperate substantially with the Six-party talks, became Prime Minister. A big wave of expectation rose, but difficulties in Japanese political situation interrupted Prime Minister Fukuda from taking positive steps hitherto.  


    But finally now a new atmosphere is prevailing in Japan. On April 11 the Japanese government decided to continue economic sanctions against North Korea, but in press release Chief Cabinet Secretary Machimura stated that if some changes will occur in the situation of the abduction problem and nuclear-missile problem, economic sanctions will be abolished partly or totally.  The Japanese government is waiting for the final US-DPRK agreement over the second phase of the Six-party talks process. On May 22  a new impressive parliamentarians' for promotion of Japan-DPRK normalization was set up. Yamazaki Taku, former Vice President of the Liberal Democratic Party,  became its chairman, and leading figures of all five parties became its advisors. One of vice-chairman Eto Seishiro, who is very near to Prime Minister Fukuda, told that the coming G8 Summit which will be held in the second week of July at Lake Toya, Hokkaido, will be a good occasion for showing the Japanese new policy toward North Korea.


    When the United States and DPRK will come to agreement on the  implementation of the second phase measure, Japan can  remove the economic sanction and  join the assistance project of providing DPRK one million tons of heavy fuel oil. Then Japan -DPRK talks on normalization can be resumed substantially. The humanitarian food aid also will be possible.  


    In the coming negotiation on normalization the abduction problem should be discussed, but also measures for some individual victims of the colonial rule should be discussed and be implemented before the conclusion of normalization treaty. Between the ROK and Japan economic aids were made in ten years after 1965 and later several measures for such individual victims as Korean left in Sakhalin, Korean victims of atomic bombs and comfort women  were taken. Therefore toward North Korea similar measures should be taken, but immediately.. All victims were too old-aged. And if they pass away, no measures for individual victims are possible any more.


    First of all, Japanese government is advised to take measures toward former comfort women, following the example of the Asian Women's Fund. This time the government should hand victims Prime Minister's letters of apology and atonement money (three millions yen by the standard of South Korean  and Dutch victims ). I knew that in South Korea there are still persistent criticisms toward the Asian Women's Fund. But this fund was already closed. I would like to ask our Korean friends to understand the merits of this proposal to North Korean victims. Of course I understand that toward Korean harmonis, who joined   Wednesday demonstration before the Japanese embassy in Seoul yesterday,  some sincere and positive measures should be done too.


    The coming year 2010 is the centennial anniversary of Japanese annexation of Korea. It will be a year of grave memory. I am now thinking that the  relations between the Japanese people and the Korean people  should be finally cleared off by this 2010. Recently I knew that the US Congress and Senate adopted resolutions of apology toward native Hawaiians in 1993, the centennial anniversary of coup d'etat against the Hawaiian dynasty which led to the US annexation of Hawaii. It was the days of the Clinton administration and this apology is known as Clinton's apology. Though the Vietnam War ended 33 years ago, the United States never extended apology toward the Vietnamese people. This should be criticized. But an official apology on the occasion of the centennial anniversary of the US annexation of Hawaii should be praised and followed. The time span of one hundred years is long enough to bury the past as history. Decisive and crucial measure should be adopted and carried out. In 2010 Japan-DPRK talks on normalization will face their twentieth year. Treaty of Japan-DPRK normalization should be signed by this year.


    At the same time an important step should be taken between Japan and the Republic of Korea. The Dokto-Takeshima issue should be solved by 2010. Japan declared that it owned this island officially in 1905, when the Japanese army occupied whole Korean Peninsula  and Japan set  protectorate over Korea. Therefore Japan should recognize the Korean ownership of this island, thinking with apology about the damage and pains which the Japanese colonial rule brought to the Korean people. Fishery resources around the Dokto can be exploited jointly by Korean and Japanese fishermen.  


    I believe that thus we can continue the way to peace, reconciliation and cooperation in Northeast Asia which the June 15 South-North Joint Declaration opened.
